RECORDED CRIME - OFFENDERS, 2012-13 - QUEENSLAND

TOTAL OFFENDERS

    • In 2012-13, there were 86,807 offenders in Queensland, which represented a decrease of 0.4% (or 325 offenders) from 2011-12.
    • The (crude) offender rate decreased by 2% from 2,226 in 2011-12 to 2,173 offenders per 100,000 persons aged 10 years and over in 2012-13.

SEX

Between 2011-12 and 2012-13:
    • The number of male offenders increased by 0.6% (or 367 offenders) to 66,966; and
    • The number of female offenders decreased by 3% (or 646 offenders) to 18,841.

AGE

Between 2011-12 and 2012-13:
    • The median age of offenders remained stable at 25 years; and
    • The number of youth offenders decreased by 7% (or 1,651 offenders) from 23,792 to 22,141.

AGE STANDARDISED OFFENDER RATES
    • In 2012-13, the age standardised offender rate for Aboriginal and Torres Strait Islander people was 9,545 offenders per 100,000 Aboriginal and Torres Strait Islander persons aged 10 years and over.
    • The age standardised offender rate for non-Indigenous people was 1,639 offenders per 100,000 non-Indigenous persons aged 10 years and over.

PRINCIPAL OFFENCE

In 2012-13, the five most common principal offences in Queensland were:
    • Public order offences (22%, or 19,017 offenders);
    • Illicit drug offences (22%, or 18,964 offenders);
    • Theft (13%, or 11,594 offenders);
    • Acts intended to cause injury (11%, or 9,396 offenders); and
    • Offences against justice (9%, or 8,169 offenders).
REPEAT OFFENDERS

29% of offenders were proceeded against on two or more separate occasions within the year.

POLICE PROCEEDINGS

In 2012-13 the total number of police proceedings increased by 2% (or 2,595 proceedings) from 2011-12.

Court actions increased by 5% (or 4,952 proceedings):
    • Illicit drug offences was the most common offence proceeded against by court actions, accounting for 18% of all court actions (or 20,370 proceedings).
Non-court actions decreased by 8% (or 2,357 proceedings):
    • Public order offences was the most common offence proceeded against by non-court actions, accounting for 40% of all non-court actions (or 10,521 proceedings).

OTHER KEY POINTS

In 2012-13 Queensland had:
    • The smallest overall offender movement from 2011-12 (0.4% or 325 offenders); and
    • The highest proportion of offenders proceeded against on five or more separate occasions (4% or 3,665 offenders).
